Other units within ORA manage systems and tools that are designed to assist in the management of a proposal or an award.

Other Office of Research Administration Systems 

This system has been created to facilitate UCLA’s compliance with the U.S. Public Health Service (PHS) regulations on Promoting Objectivity in Research – their conflict of interest rules. Under these rules, the Principal Investigator of an award from NIH or any other PHS agency and everyone else who will share responsibility for the design, conduct  or reporting of the project must disclose all personal (or individual) financial interests that meet the PHS definition. Some other sponsors also require review under these regulations. In the future, additional other sponsors may require review under these regulations. References to PHS below include all sponsors that specifically require review under the PHS regulations.

ERS 

 

The University of California Office of the President developed the Effort Reporting System (ERS), a web-based system that replaced paper-based Personnel Activity Reports (PARs). ERS was implemented at UCLA in late Summer/early Fall 2006. ERS automatically calculates the distribution of effort and generates effort reports for all employees paid from federally-sponsored projects, based on their payroll for the specified period. ERS then allows those who have the responsibility to report and certify effort to electronically review, make any necessary corrections/changes to, and certify the reports.

PAMS 

 

The Post Award Management System (PAMS) is a central web-based system for departmental fund managers and EFM to develop and submit financial reports to various sponsors. It provides tools for managing accountant report and invoice workloads, facilitates communication between the department and EFM, allows active fund management through the fund closeout process, and incorporates all the functionality of the RAPID SMART Closeout Tool.

RATS 

 

The Research Application Tracking System (RATS) is the online management system for the Chancellor's Animal Research Committee (ARC), which oversees the entire animal care and use program at UCLA. RATS was developed to facilitate and enhance the protocol approval process for the research community at UCLA. It is used to review and approve, require modifications in (to secure approval), or withhold approval of Animal Subjects and Breeding Colony protocols. It also tracks the housing and breeding of animals and information about the research personnel involved in the care and use of research animals.

webIRB 

 

webIRB is the online protocol management system for the Office of the Human Research Protection Program (OHRPP) and the five Institutional Review Boards it supports. The webIRB system is used to review, approve, require modifications in proposed activities involving human subjects research by the UCLA research community. It is also used to track information regarding the research personnel as well as reportable events occurring throughout the life of the research, amendments to existing projects, and continuing review processes.


webIRB was rolled out to the entire campus and beginning October 1, 2010, the IRB only accepts applications for New Studies and Continuing Reviews through webIRB.

PI Portal

 

PI Portal is a web-based application that provides UCLA Investigators a personalized view of their research portfolio. It provides near real-time access to information on both proposed and awarded funds, as well as personnel payroll reports.
